Officers arrived in the 4200 block of Northeast Halsey Street shortly before 7 a.m. and found two victims, the Portland Police Bureau said in a statement. One man was dead at the scene, and paramedics took the other man, who had non-life-threatening injuries, to a hospital.
The woman was taken to Maine Medical Center with life-threatening injuries after being struck at the intersection of Franklin Street and Marginal Way, police said.
